Invitation to Participate in Election Management Training Institute

American University’s Center for Democracy and Election Management will be hosting an executive education program for decision makers and policy specialists in the area of election management.  With funding from the U.S. State Department’s Middle East Partnership Initiative, six participants each from Bahrain, Kuwait, Oman, Qatar and Yemen will spend five days in Washington D.C. from December 10-14, 2007.  These participants will take part in high-level discussions led by eminent election professionals and scholars who have worked on elections in the United States and throughout the world.  These experts will address the full range of challenges in elections taking into account the particular needs of participants on the Arabian Peninsula.

The Institute is designed for policy makers, political party activists and people who can inform the debate about electoral administration in their countries.  The course will use a similar curriculum to past institutes conducted by American University by combining lectures, discussions and in-depth country-specific work to allow participants to not only understand the key issues but apply it to their own unique situations.

Applicants will be required to fill out an application form, possesses sufficient English to understand the course and be chosen by a panel from MEPI and AU.  At least two participants from each country should be female and they will attend special training sessions that occur one day before and one day after the regular Institute. 

Faculty

The Institute’s faculty draws on leading scholars from American University’s School of Public Affairs, School of International Service, Washington College of Law, School of Communication, and College of Arts and Sciences.  The faculty also includes distinguished elections experts from institutions in Washington, D.C. and abroad.  The Institute will be directed by Robert A. Pastor of American University’s Center for Democracy and Election Management (CDEM).

Dr. Pastor, Director of CDEM, brings substantial experience to the classroom.  After serving as White House national security advisor for Latin American affairs (1977–1981), he was a Fellow at the Carter Center (1985–1998), where he founded and served as the Executive Secretary of a group of 32 leaders, chaired by President Jimmy Carter, which monitored elections in more than 30 countries.  Dr. Pastor developed the technique of “election mediation,” which is used by the Carter Center.  He served as Senior Advisor to the Carter-Ford National Commission on Federal Election Reform and, more recently, was Executive Director of the Carter-Baker Commission on Federal Election Reform.

Dates: December 10-14, 2007

Cost:   Free for six participants from each country (at least two female participants to attend an extra seminar one day before and one day after the Institute)

Housing and Meals will be arranged.
